The Beauty & Personal Care category on Amazon is closely monitored. These are products that come into direct contact with skin and hair, so safety standards are high. The documentation requirements are not optional, and Amazon can request them at any time.

This guide covers everything sellers need to know about compliance in the Beauty & Personal Care category, updated for 2026.

Testing and Compliance Requirements

Not every beauty seller faces the same restrictions. Requirements depend on what the product is, what it does, and who it is intended for.

We divided them into three broad product types:

Standard Cosmetics and Personal Care Products

Most beauty products fall under the Federal Food, Drug, and Cosmetic Act (FD&C Act), enforced by the FDA.

A cosmetic under this definition is a product applied to the body to cleanse, beautify, or alter appearance. Shampoos, moisturizers, perfumes, nail polish, lipstick, deodorant, and toothpaste all qualify.

Under the Modernization of Cosmetics Regulation Act of 2022 (MoCRA), the most substantial expansion of FDA cosmetics authority since 1938, some factors have changed:

  1. Facility registration with the FDA is now mandatory for any establishment that manufactures or processes cosmetics distributed in the US. Registration must be renewed every two years using Form FDA 5066.
  2. Product listing with the FDA is required, including a full ingredient list.
  3. Serious adverse events must be reported to the FDA within 15 business days of receipt.
  4. Products must be manufactured according to Good Manufacturing Practices (GMP).

For Amazon specifically, sellers of this category must submit FDA registration documentation showing the manufacturer’s name, contact information, and a valid registration number.

A Certificate of Analysis (COA) and a Good Manufacturing Practices (GMP) certificate are expected too.

Third Party Testing

To list on Amazon, you must also work with a direct product validation authorized third-party testing, inspection, and certification (TIC) service provider to verify your ASINs.

Although it is not recommended, you may use an unauthorized lab; but an authorized TIC provider must still validate the results before submission.

You go through this once Amazon lets you know you need to go through Third Party Testing in the Performance Notifications. We’ll talk more about it later.

Drug-Cosmetic Hybrids (OTC Drugs)

Some products serve both cosmetic and drug functions. Sunscreens, anti-dandruff shampoos, antiperspirants, and acne treatments are regulated as both cosmetics and OTC drugs. If a product makes a medical claim it needs FDA drug registration in addition to cosmetic compliance.

Sellers must complete drug registration before listing these products on Amazon.

Children’s Beauty Products

Products designed or marketed for children 12 and under carry additional requirements.

While cosmetics are generally outside the Consumer Product Safety Improvement Act (CPSIA), the lead content rules do apply.

  • CPSIA limits lead in products to 100 ppm and lead in surface coatings to 90 ppm. These limits cover children’s cosmetics and their packaging.

Children’s cosmetics are still subject to all standard cosmetic regulations under the FD&C Act and MoCRA.

Amazon’s Beauty & Personal Care category spans a wide range of product types:

  • Cosmetics
  • Skin care
  • Hair care
  • Fragrance
  • Personal care
  • Beauty tools and devices

A note on beauty tools and devices with electrical or RF components: these products fall outside standard cosmetic regulation and are treated as electronics. MoCRA does not cover them.

Dangerous Goods in Beauty & Personal Care

A significant portion of beauty products qualify as dangerous goods due to their chemical composition. Amazon classifies a product as a dangerous good if it contains:

  • Flammable ingredients (alcohol-based products, perfumes, nail polish remover)
  • Aerosol propellants (hair sprays, spray deodorants)
  • Essential oils at certain concentrations
  • Chemicals requiring special handling per GHS standards

For these products, a Safety Data Sheet (SDS) is required. An SDS is a standardized document covering the product’s hazards, safe handling, storage, and emergency procedures. It must be written for the US market (OSHA GHS format) and must match the exact product formulation being sold.

If your product genuinely contains no hazardous ingredients, you can upload an Exemption Sheet in Seller Central instead of an SDS.

Products that typically require an SDS in this category:

  • Perfumes and colognes
  • Nail polish and nail polish remover (over 16 oz of acetone is explicitly prohibited)
  • Hairspray and aerosol deodorants
  • Products containing essential oils
  • Chemical treatments

Beauty Products Compliance on Amazon: How Does the Process Work?

Overall, the compliance process on Amazon is similar across categories. It all starts in the Performance Notifications section inside Seller Central, where you will see something like this:

Each notification includes a detailed breakdown of your listing’s current status.

Then you will see a chart providing an overview of the issue. It’s likely you won’t get many details about the exact documents you need in this notification.

But here is where you will first notice that your product requires a compliance document upload.

You will see exactly what you need to provide in the Policy Compliance section, accessible through Account Health.

In this very same tab, you will see your whole list of products that need compliance documents, listing tweaks, ingredient lists, etc. You submit the needed information by clicking on the right button:

Amazon typically reviews submissions within 48 to 72 hours.

If a submission is rejected, Amazon will tell you why, though often in general terms.

If documentation is missing or unclear, additional verification may be required. And the process above applies the same.

For Third-Party Testing, there are two scenarios:

  1. If you already have documentation, you have to submit it to a TIC provider. From there, the lab is in charge of the rest
  2. If you don’t have documentation, you have to submit a sample of your product to the TIC provider and the lab will be in charge of the rest.

Tips & Best Practices for Compliance Requests

Here are some tips & best practices to have a successful handling of compliance requests:

1. Know Your Final Date

Amazon usually gives you a reasonable timeframe to respond.

During this period, your listing will be “flagged,” but performance or visibility will NOT be affected.

If the deadline passes and you haven’t delivered a satisfactory document, your listing will be removed.

2. Act Quickly

Even if you have time, delays will definitely create problems. You have to act quickly in case something happens along the way.

Missing documents, incorrect reports, or rejected submissions can extend the process. Acting early gives you time to correct issues.

Maybe it goes wrong the first time. It can happen. But if you send the required documents early. You will have time to try again if something isn’t right and have your document ready by the expected date.

3. Know Your Documentation

Your test reports, FCCs, certificates and product listings must all match exactly.

  • Critical insight: Changes in ingredients or suppliers may require new testing or updated documentation.

Differences between documentation and the live listing are among the most common reasons for rejection… including using a single report across multiple variations without verifying with Amazon and the provider whether it applies to your particular case.

4. Plan Beforehand

It is advisable for sellers launching new products to research the compliance limitations for that product type beforehand.

  • Critical insight: Compliance should be handled before the product goes live! FDA facility registration and MoCRA product listing are legal preconditions for selling cosmetics in the US. Have everything ready before you list.

Being aware of compliance requirements allows you to work with manufacturers to anticipate issues with components or chemical content before production is finalized.

Amazon Compliance for Beauty & Personal Care Category: Overview

The Beauty products compliance process expects FDA and MoCRA requirements:

  • The manufacturing facility must be registered with the FDA under MoCRA. Registration is done through FDA’s Cosmetics Direct portal, which generates a Facility Establishment Identifier (FEI) number.
  • The product must be listed with the FDA, including a full ingredient disclosure.
  • The responsible person (the manufacturer, packer, or distributor whose name appears on the label) must have an adverse event reporting process in place.

What Amazon expects:

  • A manufacturer invoice dated within 180 days showing purchase of at least 10 units from an authorized distributor
  • FDA registration documentation (facility registration confirmation and FEI number)
  • A Good Manufacturing Practices (GMP) certificate from the manufacturing facility
  • A Certificate of Analysis (COA) confirming safety testing results
  • An SDS if the product is classified as a dangerous good
  • An Exemption Sheet if the product does not contain hazardous materials

Every cosmetic label and listing page must include, in English:

  • Product name
  • Purpose (e.g., to moisturize the skin)
  • Net quantity of contents
  • Full ingredient list (INCI format), with an image of the physical label’s ingredient list included in the listing
  • Manufacturer or distributor name and address
  • Relevant warnings
  • Batch number or lot code

All products must be sealed in original manufacturer packaging, unused, and carry an identifying code on both the product and the packaging.

Prohibited ingredients and products

Amazon explicitly bans or restricts a range of products and ingredients in this category. Prohibited ingredients include mercury in skin creams, kohl/kajal in eye makeup, methylene glycol in hair smoothing products, and microbeads.

There are also jurisdictional restrictions.

Compliance for OTC Drug-Cosmetic Products

Products that function as both cosmetics and drugs require:

  • FDA drug registration (completed before listing)
  • Proper drug labeling under 21 CFR requirements, including Drug Facts panel
  • All standard cosmetic documentation listed above

Amazon reviewers will reject a cosmetic documentation package for a product that functions as a drug. The drug registration must come first.

Compliance for Children’s Beauty Products

What to have ready:

  • All standard cosmetic compliance documentation (FDA registration, GMP certificate, COA, SDS if applicable)
  • Confirmation that lead content is below 100 ppm in the product and 90 ppm in surface coatings and packaging
  • If the product is marketed, packaged, or sold as a toy: a Children’s Product Certificate (CPC) issued by a CPSC-accepted laboratory, tracking labels on both the product and packaging, and compliance with all applicable CPSA requirements
  • If the product qualifies as a toy, ASTM F963-23 compliance documentation

Critical insight: Products sold as children’s cosmetics in toy-like packaging, like play makeup sets or glitter sets are likely to be treated as children’s products under CPSIA.

Do not assume that a cosmetic label exempts a product from CPSIA toy requirements if the product looks, is packaged, or is marketed like a toy. Amazon will apply the stricter standard.

Conclusion

The compliance requirements in Beauty & Personal Care are tied directly to what the product is and does. A moisturizer, a hairspray, and a children’s nail kit each carry different documentation requirements, and none of them are optional. MoCRA has made FDA facility registration and product listing mandatory across the board. Amazon’s approval process reflects this.

The documentation has to be in place before you list. Waiting for a compliance request to arrive before assembling your paperwork is the most common mistake sellers make in this category, and the one most likely to result in a listing removal.

Frequently Asked Questions About Electronics Compliance on Amazon (FAQs)

Is electronics a gated category on Amazon?

No. It depends on the product and not the overall category.

Does every electronic product need testing?

Most do: Almost anything emits RF energy and needs FCC authorization, children’s products need CPSC-lab testing, and powered or battery products are generally expected to carry UL certification.

What is the difference between FCC SDoC and Certification?

SDoC is for non-wireless devices. Certification is for transmitters like Wi-Fi and Bluetooth.

Can I use my supplier’s FCC ID?

Only if the grantee authorizes it; if you rebrand as the responsible party without that authorization, you need your own.

What happens if I miss a compliance deadline on Amazon?

The listing will be removed and account health can suffer.
